1. Don’t even TRY to develop your own font for the web! Browsers have their OWN fonts included, you can’t add a font to a browser, and you can barely control the font used by a browser!
2. RGB standard, then save in JPEG or GIF (you can use PNG, but it won’t show on old browsers – Tough luck!).

Here is a link discussing web colors… the RGB colors based on numbers of 0-255
And, like JR answered you, we don’t have custom fonts on the web. Some browsers let you download custom fonts and they display, but most browsers don’t let you.
Designing fonts is a very involved process. There is a free program called FontForge.
Most of theweb pages with headlines using a fancy font? That is a graphic. I like to use vector-based art programs like Adobe Illustrator or Xara or Inkscape and then SaveAs… to .jpg or png.
