I’m not sure how the procedure is, but I know that if you’re a web designer and you are willing to offer your services on that website you just register and wait for someone to contact and in order to build a site for him/her.
There are many:

http://www.project4hire.com/
http://www.freelancer.com/
What you are looking for is a freelance developer.
My friend wants to be a web designer because of the flexible hours, but I don’t think it’s a good idea. it’s an extremely popular major in unis and technical schools. I don’t see how anyone finds a job or makes any money in such a competitive field?
There are a lot of web designers out there because they’re in demand. It’s as simple as that. The competition doesn’t come from the number so much as it comes from the level of talent… obviously the best designers are the ones who are the most in demand, and that means less talented designers will have to work harder for jobs.
For every designer out there, there are at least 1000 websites. Quite literally EVERY business has a web presence these days… some of them use design firms. Some of them use freelancers. Some of them hire someone to work just for them. And companies are willing to pay for them.
Websites are constantly being redesigned. New sites launch every day. Site need designers for web marketing campaigns, too.
And if you’re a web designer who is also a graphical designer and a web developer (especially if you’re a PHP/mysql developer anymore), you’ve got three times the appeal to potential employers.
Why is it important for web designers to understand the different color spaces that are available in today’s digital cameras?
I don’t know who asked you that question but really it isn’t. To website designers only places where the content can be viewed are of any importance, like a phones screen resolution, for a mobile website. A website designer will often remove colors from a photo to compress it and save space.
Like for other people…if they get a customer that wants their site designed, how does the web designer publish their site?Does the customer have to have a web host so he can upload his template and everything?
That depends on the type of contract. It can be done either way.
What software and programs do professional Web designers and Web Programmers use, is it Adobe Dreamweaver? I am just curious if anyone has any insight on this, thank you for any input.

What I mean is how do web designers for web sites like Youtube and Facebook and Google (etc)make their logos and backgrounds and what software do they use to do that?
Complex sites like these will have their own custom build Content Management System (CMS). These let you run things like search engines, discussion forums, Facebook Apps, e-commerce, etc.
There’s some good CMS systems out there that are open-source (i.e. free). Drupal has some free modules that mirror the functionality of Facebook (not everything, but a decent amount).
You can read more on Drupal on http://www.1websitedesigner.com/website-design-drupal-cms and on the Facebook module used by Drupal on http://drupal.org/project/fb.
As the other responder said, the actual logos and graphic designers will most likely be created in Photoshop.
